Many Moons menstrual pads are two part - the outer pocket and the inner removable liner.  While each pad comes with 2 appropriate sized liners (mini comes with mini liners, the regular-maxi with regular-maxi liners and so on) some women like to buy extra liners to increase the flexibility of their pads.  I have used up to 4 liners at times when my flow is really heavy, extra liners are a nice option to have.
